You have got to be kidding.
1. He called for an "assault weapons" ban stronger than the one signed by clinton in 1994.
2. He wants uniform federal handgun licensing. Presumably, like NY city. Which means it will be next to impossible for the average (non politically connected / celebrity) citizen to buy or own a handgun.
You can try to spin it how you want, but he is a gun grabber of the biggest kind.
And I'm not even mentioning his lawsuit intended to bankrupt the gun industry in 2000!
I would take Federal licensing in a flash.
With the country as it is, it would probably be 'must issue' with a liability insurance requirement. Those of us in NYC would be able to own guns.
Those in more rural states could use state law, if they like it better.

You forgot, he wants to regulate guns "consistent with the second amendment":
