I thought 94 was more about "accountability" in that voters were fed up with congress passing laws while exempting themselves, raising their pay when ours was not going up, and their sheer gall of ignoring voters and passing laws that voters opposed. I also remember "promises made, promises kept" as the House did, indeed, pass these in the first 100 days.
For the first time, politicians said 'vote us out if we don't perform" and that's exactly what happened in 2006. By comparison, Pelosi's 100 hour promises were gratuitous and she never meant to keep her word.
