Jordan would be the only one needed and best chance for compliance. They will be past Jordan in 10 minutes and Jordan in incapable of doing anything about keeping the IDF from overflying them. the IDF would choose purposely to avoid Syria completely.

Saudi Arabia is VERY worried about Iran and they may be willing to privately agree and deny any knowledge. They may even file a formal grievience after the fact without any plans fo following through.
