As far as I am concerned he gave his "speech" on the House floor last week...when he sided with the Dems on the Iraq Resolution.

Ron Paul votes consistently against nation-bulding/wilsonian wars, whether promoted by "Rats" or pubbies. Thus, like most Republicans, he voted against the Kosovo war and now votes against the very similar Iraq war. He votes on the basis of principle not reflexive partisanship.
