The California Legislature won't be cracking down on spanking after all.
Assemblywoman Sally Lieber has abandoned her plans to push for a legislative prohibition on parents spanking their children under age 4.
Lieber, D-Mountain View, will introduce a bill Thursday morning that will target the use of physical force on children, but not spanking, an aide said.

Now the fruits and nuts, and the sanity impaired will start screaming that the legislature is encoraging child abuse!
Hard to tell what's more common: stupidity or insanity.
Does that mean she finally spanked her cat?

This is nothing more than a wolf in sheep's clothing. Explain the difference between not using "physical force" and not "spanking". They better be very clear in the law or it amounts to the same d@mn thing.
No it sounds like somebody is showing her how to accomplish the same things with legalese. It won't be spanking; it will be via a clever redefinition of "physical abuse" that allows the courts to accomplish what the public would not tolerate.
I'm not sure how much consensus there is about the use of belts, paddles, switches, etc. or striking the face in a state like California, but probably more opposed to that than to spanking in general. Doesn't mean they'll agree on this bill, though.
Maybe at some point they'll try to ban spanking while under the influence of drugs or alcohol. Or pulling kids pants down past a certain age. Canada actually does have a maximum age of 12 I think.
