In the end, it WAS the military that stopped the 'bleeding'... the first responders were overwhelmed and in many instances... they simply evaporated.
A cities response to a major attack lies in the fabric and character of its inhabitants... NOLA had little... and it showed.

Katrina was a major problem because the cognitively impaired inhabitants of the city did not evacuate. Ironically, after failing to evacuate, they want to be called evacuees!
If New York had behaved the way NOLA folks did, thousands more New Yorkers would have died and the city would still be uninhabitable.
The first responders in NO were nonexistent, with a few exceptions. Look at their mayor, he escapted to the top floor of the Hilton. Look at their governor, she stayed in Baton Rouge. These two "leaders" stayed put until the military had everything under control. Now what can we expect from their "other first responders"?
When we're attacked again, I' sure the military will be the first responders. The police and fire departments will be busy doing their thing.
