That is probably the most powerful, and unfortunately among the most overlooked, passage in the Declaration of Independence.

The Declaration, however, does not define the government. That's left to the Constitution.

"The People" don't make laws -- our representatives do. The sovereign power does lie with the people -- in the form of voting. The people, however, do not govern.
