Only true of Manhattan, and parts of Brooklyn. The rest of NYC (the Bronx, central and eastern Brooklyn, most of Queens) are dominated by third world immigrants, and their children.
Not saying that's a bad thing, but to call New York an "American" city is stretching it. ;-)

When I ask myself, who of all the candidates in both parties do I most trust to keep me and my children safe? The answer is instantaneous, deeper than the level any particular policy debate can go: Rudy Giuliani.
A sentiment expressed often by Rudy Giuliani supporters here, and one that is most curious given that they are referring to a draft dodger with no foreign policy experience.

I like Dick Cheney and George Bush and Rudy Giuliani. But I need to ask you, what do you call Cheney not going to Vietnam? Was he a draft dodger too?

Actually, Queens is full of prosperous Chinese, Russians, and other ethnic groups, most of whom are working hard, educating their kids, and doing what the best sort of immigrants have always done. Real estate values have been steadily rising.
The Bronx is still suffers from the sins of Lindsay and his heirs, but the South Bronx is no longer a total disaster area like it still was when Dinkins was in charge, full of burned out blocks and abandoned housing.
I wouldn't want to venture there, but it's a lot better than it was. And the decent areas of Brooklyn have steadily expanded.
