Rookie allegedly told women to expose themselves during traffic stop
A rookie Anne Arundel County police officer groped a woman's breast during a traffic stop in Pasadena, after telling the driver and her passenger to expose themselves or he'd have them jailed for drunken driving, according to documents filed in District Court this morning.
Officer Joseph F. Mosmiller, 22, who joined the police department in May, also allegedly used his cell phone to take a picture of his hand on the woman's breasts after he stopped her on the side of Fort Smallwood Road. He let the two women go shortly before midnight Jan. 20, county police confirmed.
He was charged yesterday with fourth-degree sex offense, second-degree assault and two other misdemeanors. He turned himself in on Monday night and is jailed on $250,000 bond at the Anne Arundel County Detention Center.
Mosmiller's police powers are suspended and he will be on administrative duty pending the outcome of these charges. The police department has launched its own investigation as well.
"These allegations are extremely disappointing, and if proven factual, are unacceptable," said Chief James Teare Sr. "I am, however, very pleased with the way these allegations, and subsequent investigation, were handled by the department."

I have to laugh. The first part is the understatement of the year. and he's "pleased" because it was handled the way it was supposed to be handled. Talk about fogging the issue!!!
It is axiomatic that the best and brightest do not become cops, though I will concede that there are some good ones.

I don't think law enforcement is his calling. But he may have a bright future in politics.

Seriously though, Police work is both for, and not for, the young. You are better physically capable of handling the job with youth on your side but decision making is not the strong suit of the young.
When I became a police officer at age 37, the sheer adrenaline push through the body that you get hunting bad dudes all shift translates into aggressive, almost predatory (in the "I'd love to do xyz to her", not I'm going to kidnap her) thoughts about women. I found myself looking at and lusting after women that like never before. I'm happily married and it is only because I was past my 20 something years that I didn't mess up.
There is your little insight into my world for today.
The smartest people in the world flame out hard in FTO. This guy's problem was youth, imho.

This is a young kid with very little experience.
He probably should not have been out on his own. There is a lot to be said for apprenticeship programs.
New Cops should spend two years with a mentor before they are permitted to fly solo.
Well 3 years ago, when I went through this, I had about 1,400-1,600 psychological testing questions. The test took me about 4.25 hours to take, for others it took close 8 hours.
Sounds like it is a he said she said situation currently. And the LEO is conveniently outnumbered.
