I figured it was Michael Corner--he was dating Ginny at the time. She was the one who got him interested in the DA.
So is this Nigel a replacement for Colin Creevey, do you think? I don't think I've seen any of the movies from beginning to end, and I don't remember if Colin was cut from them or not.

Colin only appeared in the second movie. I think you're right about Nigel being a replacement surrogate for the Creevey brothers. (Colin and Dennis) In book 5, the Creevey brothers were in Dumbledore's Army.
