The best analogy I can think of is when you are teaching your kid to ride a bike... sometimes you have to let go and let them fall a couple of times, and then you grab on to build their confidence.. and soon the are riding on their own and don't realize it... I think the Iraqi People are "getting it"... it is a slow process......

The difference is the Iraqis showed up... The political pressure that Bush has put on them has brought them out of their shell so to speak. Should see a broadened Iraqi Army/police movement soon and then Bush can call it Victory and start bringing our troops home..
Added benefit the Dems voted on the record and on the wrong side of history once again... So long 08 chances....

The RoE.
I'd also like to know who's bright idea it was do to 'catch and release' with Iranian agents for 3 years.
In any case, like others pointed out, the big change here is the change in the RoE, not the extra troops. I almost wonder if the extra troops wasn't there to distract the media and give them something else to pooh-pooh than the actual core difference this time.

I ONLY HAVE ONE DUMB QUESTION: WHAT TOOK SO LONG TO SWEEP BAGHDAD? Now, that is a very obvious and simple question that I have been asking for years. This "oversight" is so obvious that there must be some other politics involved. One has to wonder why GWB played such a weak hand and gave the Rats so much time to undermine us. At one time the Rats were on the run. Then GWB hid out from public view while the Rats spewed their treasonous venom 24-7. He cut slack for the Iraqi bad guys, and he cut slack for the American bad guys. Something doesn't add up.

Maliki was protecting the militias. He decided if we pull out and he doesn't have a grip on thinks then its his head on a block. The thought of getting your head chopped off is a good motivator.

Abizaid and Casey were running things. Petreaus is making the necessary changes for victory.
Bush listens to the ones on the ground, and finally took the step to change generals.
