yes, I think that is Newt's play here.

Its the only thing that makes sense from Newt. The only thing he praised him on was 9/11 and NYC stuff. Newt could come in later and destroy him on everything else without ever having to back water.
ie...Newt; Yes, he did a good job in NY but we need a President, not a Mayor.
