Hmmmm...Al Qaeda? Afghanistan? Clear and distinct enemies. I'm sure a formal declaration of war could be worded to fit the situation. But declaring war on another noun is tiresome and as the other national wars on nouns have proven they never end.

Since we OCCUPY Afghanistan (and are already responsible under the rules of war for much of its security) I can't see how anybody can get a meaningful declaration of war written up.

I think you'll just have to be happy with the AlQaida and Taliban pukes we get to shoot.
