Political Correctness (forced liberalism) wouldn't "allow" it. Now, Iraqi law is in charge and we're playing back up. Different game and different rules. "Offending" the enemy is acceptable.

Good question. I think it's the "in a few months we will have it under control" syndrome, ie, underestimating the resolve of the enemy.

Things were not yet in place....like the Iraqi army and the elections ....and that clown that preceded Malaki was playing as a Chief Executive....

We were kicking Al Qaeda/Sunni ass all along. Now with 350,000 Iraqi security forces of ready to go, we kick Shiite militia ass.
