There is NO MONEY available without a manufactured Crisis
I spent a decade or so in academia.
While the researchers in academia do a lot of good, I learned that
the collateral down-side was just what you described.
"Imagineer" a crisis and gettin LOTS of grant money for it certainly seemed
to be a fast-track to tenure.

Recall that the explosion in funding for embryonic stem-cell research came as a result of the fraudulent Korean research and after that research was known to be a fraud.

My Classmates BRAGGED about the Grant Money they were taking down, (Stupid Studies 101) and they Advertised it. The Local Papers Reported on them often.
They were considered to be the "Smart Ones"
Those of us in the Private Sector or Military were left out or maybe considered to be the dummies.
