428 must be a magic number in NV. That's the vote margin Harry Reid beat Jim Gibbons in 1998.

In regards to the House race, wasn't Heller's Dem opponent, a pro-life Mormon?

I think Reid's opponent in '98 was Jon Ensign.

Who is the lt. gov. in NV? I hope it is another Republican in case Gibbons gets into big trouble.

You're right, according to Michael Barone, Reid beat Ensign by exactly 428 votes in 1998:

1998 general
Harry Reid (D) 208,650 48%
John Ensign (R) 208,222 48%
Other 18,918 4%

However, the 428-vote margin for the 2006 Heller-Angle primary may not be correct (I got it from Wikipedia), since this NV site provides a 421-vote margin: http://www.secretaryofstate.biz/nvelection/2006StateWidePrimary/ElectionSummary.htm
But perhaps the Wiki editor used final, recounted results, and the race was indeed decided by 428 votes. Given that Reid beat Ensign by doing surprisingly well in Republican Reno, and that Heller also did better than expected in Reno (in the primary; he did poorly in the general), perhaps the Reno racket used the same formula to place their candidate over the top.
