Not very likely, It was produced by a Super Collider, over two miles long. It has to be viewed, in it's entirety, from an airplane.

The plasma portion of the creation sequence, lasts for only a few mili-seconds and is very unstable.

Yes, but I'm sure with more money the Navy will be able to shrink that down. The only problem is that it is near impossible to get a pressure so small that particles can be accelerated like that...and to do it on a ship.
