The problem will come if Murtha gets his way on stopping future deployments because they "aren't adequately trained or equipped".
That means no rotations, the troops there now will not get replacements when they come back home. At least that's the gist of Murtha's slow-bleed plan. He thinks he can draw down troop levels by not allowing more to go over, at some point all that are there now will rotate back.
It's a cowards way of ending our presence there. He can claim he's concerned about the troops, while gutting their mission.

That sounds like a plan to me. Heck, the Dems could even try to work in some more non-binding resolutions to keep their constituents happy in the meantime.
