I disagree. He is pointing out that if you have a problem, leadership requires trying to solve the problem. algore's solution might be to put us back in the stone age.

However, as a conservative, I found Giuliani's stances on global warming to be very disappointing; especially his willingness to single out "special interests" he believes "stop solutions" to global warming as expressed in his news conference.

So Rudy believes the scientific experts, many who are leftwing environmental wackos, that there is "significant human cause" to global warming.
Significant means substantial.
Scientists have been telling us for the last 50-100 years, the Earth has been going through a period of warming since the end of the last ice age. The last ice age ended 10,000-30,000 years ago, depending upon who is talking on the subject matter. Algore is an extremist on Global Warming. Algore thinks humans have had a major impact on the Earth`s temperature rising.
Giuliani is coming down somewhere closer to liberals like Algore and A.Schwarzy, then to folks like Rush Limbaugh and climate expert Bill Gray, meteorology professor emeritus at Colorado State. Looks like Rudy is solidly with the liberals, AGAIN!

Nothing like Rudy trying to run to the left of Al Gore on this issue. Rudy made it clear he was not in Gore's camp that believes global warming is entirely caused by human activity. He also made it clear that regardless of global warming, dealing with pollution and seeking to curtail pollution with sensible means is always a worthy goal. He also amde it clear he would be interested in specific solutions and their implications.
You should watch the tape again instead of mischaracterizing what he said.
