Perhaps a good move would be to cut off the gasoline supply to any nation that supports OBL and his followers.
Speaking of cutting of gasoline supplies. Iran has a very limited refining capacity. They are a net importer of refined product, by a very wide margin. If we tapped a domestic supply or oil that equaled the current supply we get from Iran, we could cut off their gasoline and other refined products and the leaders would be facing a very angry populace.
