You're being naive.
Its actually fairly common for a local politician to change positions on a number of issues when running for national office.

Name me a poltician who hasn't changed his position in order to get elected. Actually GHWB changed his position from the 1980 election to the 1988 election, initially perhaps to match Reagan's, and later because he knew in 1988 he had no chance otherwise.
