I don't get it either. What is the point of offering a SSN-free credit card then?

It doesn't make sense to require the SSN for the account that is the prerequisite for the credit card which doesn't require the SSN.

They must have an SSN for the account, hence all applicants for the credit card that doesn't require an SSN will all be applicants who already have an SSN.
