Hence, the power to create a corporation is not specifically enumerated but to conclude doing so is unconstitutional when it would assist in carrying out those specifically enumerated is illogical.
Yes violations of the rights of the Freedmen by the Southern states forced the fed government to amend the Constitution to make it clear that the BoR included Blacks.
