As I've said, there's several members here on FR that are in possession of the file, I know of seven others myself and I'm sure there are more.
If you'd care to use some of your time instead of being sarcastic and trying to dispute it's existence, and dig deep enough for it, you'll find it yourself.

The DOJ wrote it, but since you are unable to write correct English, spell, or even us the spell check here, you may have a problem reading that 22 page DOJ file, which is not a phony and has been posted on line, for quite a while.
