Once again, explain why that's at all relevant. Let me lay it out for you: Suppose 59 Senators and the President want an anti-gun bill. 41 Senators do not want the bill. Those 41 Senators can defeat any vote for cloture under Rule 22, and therefore prevent the Senate from voting on the bill. Get it?
