There's a movie from 1969 called Viva Max where a washed up Mexican General (Peter Ustinov) retakes the Alamo. Texas sends in the National Guard, but the State Department, not wanting any casualties, sends them in without ammunition.
Great, funny movie....I believe Johnathan Winters was in that movie.
