Your statement about Giuliani only appointing Democrats is incorrect. It appears to be an internet legend of some sort. However, the first judge I could find a party affiliation that Giuliani appointed was a Republican.

Ralph Porzio is a Republican. Was appointed by Giuliani in 1996.
