I would not make the accusation relative to Rudy, but there's a large racial component to gun laws. The first date to efforts to keep firearms out of the hands of blacks in the post civil war era. In the early 20th century, to keep them away from eastern European and Mediterranean types, in the 60s, back to blacks again.
