I wouldn't use that term, in my view it's reserved for illegality, or clear abuse of the system. I wouldn't have called Clinton a draft dodger were it not for his resignation letter.
You know how I first knew Clinton was dumb as a post for sure? When that came up; if he had just walked out and said, "Damn straight I wrote that letter; I didn't want to go" it would have been over.
