To correct an apparent misstatement, it should be thus:
"It is SA 187 to HR2."
Please re-look up that.
It's actually SA 187, an amendment replacing SA 112, which is an amendment to SA 100, which is an amendment to HR2. And it is the amendment I linked to in the prior post, regarding services to women, NOT immigration. To repeat: look at S1044 of the Congressional record.
The immigration amendment was the one Kennedy tried to attach to Sessions' SA 143. At one point in the record, it's on the same page as Kerry's SA 187. Both the Kennedy amendment (SA 180) and the Sessions amendment are not in the final legislation. The closest thing to immigration that you'll find in the final legislation relates to government contractors who hire aliens.
