Chavez is whittling away slowly and is skillfully using all sorts of supposedly "democratic" artifices to achieve so many of his aims, which is certainly a major tactical difference between Hugo and Fidel.
But I find it hard to argue the notion that both Chavez and Fidel's goals are the same.

He's done okay so far, but unless he gets control of Pemex and modernizes the entire Mexican petroleum industry he will face serious budgetary shortcomings that could make things uncomfortable for him, by forcing him into the hands of the PRI, who will kill any reform program he attempts to launch unless he does so with momentum.
Everything I've seen so far is a warmup for the big show ... Pemex. And I think Calderon has done okay so far to set the stage. But I did not miss the point that at the very moment Calderon makes the public statement I highlighted in bold print in my blogged comments, the PRI congratulates Evo Morales -- both statements released the same day. I refuse to believe that from Calderon's perspective the two are not related. He's trying to gain international legitimacy for himself so that he can use it internally. That's a gamble. But I think he's doing okay in so far as executing that strategy.
