To answer that question I probably would have to have been a lifelong Pubbie. I think it may be that Pubbies are not good street fighters, with the exception of Rudy G. They are not by nature mean, nasty, immature. Rats do not care how they look or what they do in the process of getting and keeping power. It may be how they were raised, or who they were friends with when they went to School. Union Thuggery is built into their every Campaign.
