Of course there is NO plan to build more prisons...

First its energy, now its prisoners.
Are the other states getting tired of picking up after California?

A proposal to borrow 11 billion more dollars in bonds to build new prisons and handle 78,000 more prisoners have been floated by the Gub but face a tough road in the state legislature.

The old saying 'Cheaper by the Dozen' doesn't apply here, unfortunately.

Um, it's not like they're not getting PAID, and I'd bet they're getting PAID more than the prisoners cost them.

Seems to me that other states are living off California in this instance.
