A busybody by definition is not doing something for self, but to impose it on others. You cannot impose "NOT making something mandatory" on others.

I really hope that you are in your twenties or younger so that you can use the excuse of the young that of inexperience, if you are older than 30 get off the couch, throw away your TV, Cancel your Newspapers join the Merchant Marines or anything that will get you outside City Limits and join the World as an Individual.

An aside... I was listening to a Local Talk Show recently and heard a very telling caller to a Liberal Host she said "I won't watch it Live, I'll wait until tomorrow, read about it in the Paper and then I'll make my own mind up!"
to which of course the Host (and maybe you) totally agreed with.

No, you couldn't, because the family groups that oppose the vaccine are not trying to force everyone to follow their directives or conscience. They are not trying to prohibit everyone from taking it and force their conscience on others. They just want the freedom to make the decision for themselves and allow others to make the decision for themselves, also.
