It's not that they put them in "ideal for terror" locations, it is that they put them in plain sight and lit them up to attract attention.

It could now be said that the reaction to these ridiculous advertising signs provide real terrorists with a good indication of how they can tie up resources and authorities in multiple areas while hiding and using devices elsewhere. A nice "bait and switch" diversionary routine.

Well, now that "everyone knows" these are just part of an ad campaign, what "ads" will be next? On bridge structural elements, power poles with transformers, and a host of other locations in plain view which could be 'casually' (in plain view) important infrastructure.

The possibilites to the devious mind just go on and on, but this has emphasized a cultural vulnerability.

No one wants to be incautious, but no one wants to seem like an idiot, either.

Sooner or later the little shepherd boy will cry "Wolf!", and end up dog poop.
