There were massive numbers of people evacuated. In fact, almost everyone below the impact lived. Very few died under the impact zone.

Weren't there 50,000 people in the two buildings? I know Morgan Stanley had the first 40 floors of one tower as I work with them all the time.

I would say evacuation was hugely successful.

An evacuation plan for a tall building that had a previous explosion in the underground parking?

Everybody above the ground floor is at risk.

Little Sir Francis doesn't know what the hell he's talking about.

Ask those who were there Sir F, they will tell you what happened and how courageous and successful the first responders were.

You know NOTHING about what went on that morning.
