A hoax includes an intent to decieve. The blinking signs were not meant to look like anything other than blinking signs, so no hoax.
Making something that LOOKS LIKE SOMETHING ELSE is a hoax.

Yes, they were. They disrupted a city, panicked
residents; delayed ambulances, resulted in cancelled
dialysis appointments, etc. The two men arrested
are evidently from a sleeper cell of the terrorist
organization al-Qartoon.
