This political cartoon demonstrates that the artist does not know Roman History. Emperor Nero (reputed to have fiddled while Rome burned) was Emperor from 54-68 A.D. The Arch in the background appears to be the Arch of Constantine. Constantine the Great was Emperor from 306-337 A.D. The arch was built during his reign. If the arch was the Arch of Titus (a smaller arch on the sacred way), it commemorated Titus' victory over the Israelites. Titus was Emperor from 79-81 A.D. The arches did not exist during Nero's reign.
Neither did fiddles. Anachronisms in satirical art are nothing new, but thanks for the history lesson, it was quite informative. I knew the arch was Roman, but wasn't aware of its history.
