(Just catching up) I think the fact that these clowns left them in suspicious places says it all! They must have wanted them to look like 'suspicious devices' and for that they should be arrested! They left LED signs in dark places where pedestrans walk, near schools like MIT and Harvard. You'd see them in daytime too, if you stuck them under a bridge.
And they're magnetic, so you can't stick them on concrete or a tree.
