So, if it wasn't the pranksters making the calls it's ok? How about after the first report of a suspicious package at such and such location, the jokesters alert LE to their cleverness? Or after the second one, or third, or fourth, etc.????

No. I was wondering if the callers were actually concerned citizens (but if the reports of the calls all coming in at the same time are accurate, that possibility is low).

The people behind this may not have realized that the
"suspicious packages" and "fake bombs" being reported in the media were in fact the devices that they had created.

Who made those calls and why will be very telling.
