The earlier reports said the calls came in "simultaneously." That leads me to believe more than one person dropped off the devices. I don't know the layout of the city, but I find it unusual the devices could go undetected while one person dropped them off at different locations and then they are all found at the same time.

I don't know the layout of the city, but I find it unusual the devices could go undetected while one person dropped them off at different locations and then they are all found at the same time. One guy with a car could easily hit all those locations in a row, without back-tracking, in about half an hour (not counting the time it took to plant the devices).
