House Republicans complained bitterly Wednesday that they had been shut out of the secretive process in which Democrats assembled a huge spending bill to sweep clear a budgetary mess they inherited.
As the House kicked off debate on the bill, Republicans said the measure was being rushed to the floor without adequate time for lawmakers to read it and without the chance to offer changes.
The House Rules Committee, dominated by Democrats, issued a rule governing floor debate that denies Republicans any chance to amend the 137-page measure, which covers 13 Cabinet departments covering the budgets for every domestic agency except for the Department of Homeland Security.
Republicans in the Senate appeared unlikely to place procedural hurdles in its path.
Senate Republicans predicted that Majority Leader Harry Reid, D-Nev., would schedule debate close to a Feb. 15 deadline and give them little choice but to pass the bill.

"House Republicans complained bitterly.." So does my grandchild but it just doesn't work. rinos=whimps & wussies.
Republicans had these bills to work on when they had the majority and decided to punt. Look what it is doing to the country. I'm not for sitting out elections or any of the other stupid - SEND THEM A MESSAGE - stuff but what is a rational conservative Republican to do in these times?
I hope the big-spending Republicans learned THEIR lesson and start spending like REPUBLICANS, not drunken sailors!
I also hope they learn the lesson that elections aren't collegial debutantes' balls where tea is sipped with pinky cocked and gentlemen exchange fine pleasentries with each other instead of rolling up their sleeves and tearing into the Dems and medias' lies and WINNING every argument and every debate.

This is what the Democrats do when they are in power, when they were in the minority they still succeeded in scuttling or drastically changing many Republican bills, because the Republican have been too "polite" or timid to play hardball.
If they do what the democrat's do, doesn't that make them democrats?
Yup, be as aggresive, obstructionist and wily as the Dems were to us!
Of course, they won't do it...Boehner and such seem to prefer to be in the minority, where the Pubbies never really have to take effective leadership, they just sit back and gorge on all the pork and lobbyist fat that slides their way.
Ed
President Bush won't veto any of their massive spending bills, cut and run bills or Fairness Doctrine/CFR censorship bills.
That would disturb the "new tone" wherein the GOP learns to bend over and smile while taking it.
Ed
Dems exercise power like they have it.
If Republicans had learned to do this, maybe they'd still be in power.
Would I be out of line if I said Nancy Pelosi runs the house like a plantation, and you know what I'm talkin about?
