Have you ever suffered any vandalism? Once again... this was NOT vandalism.
He simply covered up the sign with a different message.
Is there a difference to you between someone stealing and destroying your property? If so, why?
This guy did neither of those things, yet you irrationally wish the death penalty be applied for a harmless prank.

"park rangers removed the plastic sheeting before sunrise.
Beefed-up security kept Finegood from getting at the sign again, leaving some projects unrealized."
Those park rangers undoubtedly got up before dawn to clean up the damage and donated their time. And the "beefed up security" was probably performed free by the appropriate law-enforcement agency. I'm sure their union footed the bill for the night watch from before Halloween through April 1.
OK, I give up.
I will put up with the occasional "prankster". You let me know where I should send the "vandals" should they ask me for any easy targets for their malicious, expensive damage.
