There used to be a joke that went something like this:
President Reagan asked the intelligence agencies for their assessment of communist infiltration in the US. The State Department replied that they were not sure that there were actual communists anywhere much less in the US. The CIA stated that there were communists but probably it would be years before they could infiltrate the US. The FBI stated that communists had infiltrated the US government but that the FBI had caught them all. The DIA replied that there were communists and they had taken over the State Department and CIA.
