You've answered my earlier question. If the Capitol Police answer to the political leadership on the hill, Pelosi and Reid can manipulate events like this to inflame antiwar sentiment. It's not the Executive Branch or the DC police department that allowed this to happen, it is the Congress's own security force and I doubt they acted without clearing it with the Democrat leadership.
