"If Clinton had lost the election, the GOP admin, under heavy lobbying by Loral will eventually release the technology to China because it enhances free trade."

What the hell do you base that statement on!?!?
You think that a President Bob Dole would have allow the sale of this technology to the Chi-Coms?
What proof do you have of this?

This sounds like a statement the Klintons would make when their hand is caught in the cookie jar ... "well everyone does it". What a line of bull.

If you trust the GOP to safeguard key US industries from being replaced or sold to overseas, you have a lot to learn about trusting politicians and the major political parties. Remember the Dubai port deal and Chinese desire to buy Conoco Oil. If I recall, GWB supported the foregin buyers/Wall Street who broker the deals. Everybody after Bush 41 was trying to convert military to commercial usage (peace dividend) and globalism/free trade was starting to ramp up in our high tech sectors. The training of overseas low cost high tech alternatives started under the Clinton admin, that by the end of his 8 years and the beginning of GWB admin, the US was off shoring high tech jobs, and starting to import H-1B workers, just to illustrate that the selling off of America occurs under Dems and GOP. The issue with Loral was not national security but how to keep the US number one in the commercial satellite business. Remember the European Space Agency was competing with the US to help telecom companies launch satellites into space. Loral was trying to maintain the lead by using low cost Chinese rockets. Dole is a pro NAFTA type, and if Loral presents the case as necessary tech waiver to maintain US dominance in the satellite launch businesss/telecom the chances are very high that even Dole would relent. I have worked with the DoD Tech Export groups. You should see the types of letters of protest on out tech export limits from the very large corporations, claiming many of our limits are too strict, out of date and insinuate that the DoD is toooo dire and paranoid about our potential advesaries. Dole may not give in the first term, but Loral will be coming around with the donations for the second term, and I assure you a waiver would be granted in the second term.
