Well, there are other educational models [the military service academies are the closest American example]: tuition-free, but with competitive admission and competitive retention. If the graduation is supposed to take 4 years then 5 years is possible only with medically certified genuine absence for a good part of one year. Since he who pays the piper, orders the music, it could be seen both as a benefit [no more courses on "[insert a perversion] in Picasso"] and as a drawback for it allows for indoctrination.
