No,
But it might have taken longer to 'end' as actually happened.

I didn't see anything in scanning the original article that noted cuts in the military that took place alongside the Case-church Amendment.

No

Of course it would have. The Democrat Congress, fresh from victory in '74, was emboldened by Richard Nixon's exit from power. If there were no Watergate and the Democrats had tried that, he would have creamed them with the bully pulpit.

Before Wategate, Richard Nixon was immensely popular with the American people, and he would never had rolled over on the question of America's commitment to the vietnamese people.
