compared to WWI and WWII, hot wars with major military mobilizations within all involved countries and active invasions/combat along said borders with monstrous casualties and devastation (especially WWII), it really is hard to say the cold war was a similar thing rather than a decades-long stated of armed readiness with periodic proxy wars in far-away places. This so even if an admiral thinks otherwise.
