I know how to settle this problem. In exchange for S. Korea lifting the ban, N. Korea should lift its blanket ban on Internet access. They can still ban access to porn sites, but all news site should go throgh as well as web-search sites.
If they agree, we could have a nice deal.:-)

South Korea is one of the world's most wired countries. Three-quarters of the population have access to the Internet. When I lived there about 10 years ago, everyone had either a cellphone or a pager, even little kids. The average Korean is a lot more "wired" than the average American.
